快递新国标实施影响几何？记者采访发现更多市民选择快递上门，中小快递公司迎转型窗口期

深圳新闻网2024年4月8日讯（深圳特区报记者 易东）快递时限最长不超48小时，省际快递时限不超72小时；快递下单分为两种方式，投递分为四种方式；缴纳从业人员社会保险，执行劳动定额标准……新版《快递服务》系列国家标准4月1日正式实施，加上3月1日实施的新版《快递市场管理办法》，快递行业治理打出组合拳。

这些新规对市民和企业，带来什么影响？记者对此展开了采访。

新国标要求用户下单时选择投递方式

与2011年发布的旧版标准相比，新版《快递服务》三项系列国家标准中，除了将快递服务产品按照寄递区域不同，分为国内、国际快递；按照城乡区域不同，分为城市、农村快递；特别按照温控条件不同，分为常温快递和冷链快递。

在投递方面，新国标规定，用户应在下单时选择投递方式，快递服务主体应按用户选择的投递方式提供投递服务。因客观因素无法按用户选择的方式投递的，快递员应与收件人协商解决。关于投递次数，快递服务主体应对上门投递快件提供至少2次免费投递，投递宜在8：00-20：00时间段进行。2次免费投递之间应间隔8小时以上，与用户有约定的除外。

上门投递2次未能投交的快件，快递服务主体可与收件人约定采用延迟投递或者箱递、站递方式投递；收件人仍选择上门投递的，快递服务主体可收取额外费用，但应事先告知收件人收费标准。记者在中通和圆通梅林网点了解到，当天有70%的市民在下单时选择了快递上门。

新版标准更加注重保护个人隐私

新国标要求，快递服务主体采集寄递服务用户个人信息，应限于实现快递服务目的的最小范围，包括姓名、联系方式、寄件（收件）地址、寄递物品信息、身份证信息等，不应过度收集用户个人信息。同时，应采取措施避免在快递电子运单上显示完整的用户个人信息。

派费分层有助于快递网点稳定

快递新国标实施，无论对顺丰、京东物流等直营快递企业，还是通达兔（三通一达和极兔）等加盟制快递企业，影响都很明显。

关于投递，记者了解到，首先对顺丰、京东物流等直营快递来说，长期以来以上门服务为主，甚至承诺“不上门必赔”；在电商客户方面，顺丰早已推出电商特惠等分层产品，来区别顺丰特快商务快件，如果用户在电商平台自主下单，依靠服务口碑优势，无疑将有助于提升顺丰、京东物流的业务量；在末端环节，用户投递的选择更加自由，快递小哥的上门强度将大幅降低，顺丰等自营快递公司可以制定较为灵活的发货价格与快递小哥计提政策。

记者调查发现，对通达兔等加盟制快递企业来说，分层服务的好处，有助于进一步提升其高端产品的市场占有率，包括圆通圆准达、中通好快、韵达智橙网在内，商家在顺丰之外，可以选择性价比更高的这些产品。

业内专家指出，通达兔产品体系在不断丰富的同时，将加快摆脱低端品牌形象，派费分层也有助于加强末端网点稳定性。快递小哥通过不同派费，来采取不同的投递方式，从而提升末端服务质量。

新国标要求快递企业应按照行业劳动定员定额要求，科学确定劳动者工作量和劳动强度；配备必要的劳动安全卫生设施和劳动防护用品，制定恶劣天气等特殊情形下的劳动保护措施；采取适当措施，改善生产生活条件等。对于这个条款，记者实地采访了解到，大部分快递企业都在努力改善快递员工作生活条件，努力稳定快递员队伍。来源：深圳特区报
