利好政策频出 各地抢入赛道 低空经济蓄势高飞

深圳新闻网2024年4月8日讯（深圳商报记者 邹晓）今年以来，低空经济热度不减。根据《关于深化我国低空空域管理改革的意见》，原则上“低空”指距正下方地平面垂直距离在1000米以下，根据不同地区特点和实际需要可延伸至4000米的空域。

低空经济作为战略性新兴产业，科技含量高、创新要素集中，具有产业链条长、应用场景复杂、使用主体多元、涉及部门和领域多等特点。既包括传统通用航空业态，又融合了以无人机为支撑的低空生产服务方式。通过信息化、数字化管理技术赋能，与更多经济社会活动相融合，形成了一种容纳并推动多领域协调发展的极具活力和创造力的综合经济形态，具有明显的新质生产力特征，发展空间极为广阔。

从产业链结构来看，低空经济产业链包括上游原材料及零部件，中游核心部分包含无人机、航空器、高端装备、配套产品、低空保障与综合服务，中游衔接下游还需要有飞行审批、空域备案等步骤，下游主要是产业融合。据测算，2023年我国低空经济规模超5000亿元，2030年有望达到2万亿元。

近年来，我国对低空经济的重视程度不断提升，相继出台一系列扶持政策，为低空经济发展创造良好政策环境。

2021年2月，中共中央、国务院印发《国家综合立体交通网规划纲要》，提出“发展交通运输平台经济、枢纽经济、通道经济、低空经济”，“低空经济”概念首次写入国家规划。

去年底召开的中央经济工作会议，更是明确提出要“打造生物制造、商业航天、低空经济等若干战略性新兴产业”。今年全国两会《政府工作报告》指出，“积极打造生物制造、商业航天、低空经济等新增长引擎”。

3月27日，工信部等四部门联合发布《通用航空装备创新应用实施方案（2024-2030年）》（以下简称《方案》）提出，到2030年，通用航空装备全面融入人民生产生活各领域，成为低空经济增长的强大推动力，形成万亿级市场规模。

3月29日，民航局举行推进低空经济发展专题新闻发布会，会上，相关负责人表示，民航局将在航空器适航审定、低空飞行服务保障、基础设施建设标准、市场准入、安全监管等方面加强研究和谋划。

目前为抢抓机遇，各地纷纷出台低空经济发展政策，推动低空经济应用场景、产业生态和基础设施建设，深圳是其中的佼佼者。

2022年年底，《深圳市低空经济产业创新发展实施方案（2022-2025年）》出台。2023年年初，深圳首次将“低空经济”写入政府工作报告；12月，《深圳市支持低空经济高质量发展的若干措施》提出20项具体支持措施。2024年年初，深圳市出台《深圳经济特区低空经济产业促进条例》，这是全国首部低空经济产业促进专项法规。

为进一步全面发力建设“天空之城”，推动低空空域资源由自然资源转化为经济资源，带动低空经济大规模投资建设和创新应用，更好统筹低空经济发展和安全保障，2023年12月，深圳市正式向国家有关部委申请创建国家低空经济产业综合示范区。

此外，昆山、合肥、芜湖、广州、苏州等地，均已着手制定和实施低空经济发展规划，建设检测检验及适航审定基地；在今年召开的地方两会中，江苏、山东、四川、湖南、云南等多个省份，也都在地方政府工作报告中明确提出发展低空经济。
